How can i tone up without losing weight?

I am a 19 year old female, 5’4 and 105lbs. Im already underweight, but dont have the figure i want due to where my body stores fat. Im just after a flat stomach, which involves cardio workouts. Except im losing weight really quickly by doing aerobic exercise and i dont want to be an unhealthy weight. Any tips?
Im eating about 1000 calories a day, i find that if i eat little amounts of food i feel way better about myself because my stomach looks flatter, instantly.
